Haggard, a candidate who had been in the employ of one of the local Architects, to be an Assistant Engineer on the Temporary Staff in the Public Works Department on a salary of $1,800 a year, without Exchange Compensation, and a travelling allowance of $180 a year.
2. Mr. Haggard holds satisfactory Certificates from previous employers in England, but as his late employer in this Colony was not well satisfied with him I do not propose to recommend Mr. Haggard for permanent appointment for the present.
3. I enclose a nominal roll of the Engineering Staff of the Public Works Department for your information.
